Founded in 1978, Communications Equipment Specialties (C.E.S.) is presently celebrating over 30 years as a manufacturer’s representative firm.
Under its present ownership since 1996, C.E.S. has enjoyed unprecedented growth from a single rep covering a 4-state territory and now represents firms in 10 states from 4 offices throughout the Midwest.

Judy Adams locates her office in Lawrence, Kansas. From there, Judy covers Windstream as a named account for Acterna (now JDSU) and all markets, with emphasis on Independent Telcos, in South Dakota, Nebraska, Kansas, and Oklahoma. Judy comes to C.E.S. with an extensive background in finance (including V. P. Finance) and administration along with several years in the tower erection and site provision business for a Tower Service firm serving Wireless Service Providers throughout the United States. Judy is the recipient of the Nationwide Top Producing Indirect Channel Rep from Acterna (now JDSU) for three consecutive years.
Charles Bozeman is based in St. Louis, Missouri. Charles covers all markets, except Windstream, in the states of Missouri, Southern Illinois and Arkansas. Charles brings undergraduate and graduate degrees in Information Management plus over 20 years successful network product and services sales experience to his role at C.E.S. Charles’ background includes Senior Level Sales experience with such companies as A T & T Networks, GE NetSolutions, Software Information Systems and Spherion.
Jody Frey is located in Minneapolis and covers all markets in the states of North Dakota, Minnesota and Iowa. Jody graduated from the United States Military Academy and spent six years in the United States Army. Upon leaving the service, Jody entered the telecommunication industry. As a design engineer for Quest, a sales engineer for Acterna, and a call center consultant, Jody developed a comprehensive background in all aspects of the telecommunications industry.
John Rexford is the principal at C.E.S. having purchased the company from its founder in 1996. John headquarters in Independence, Missouri (a Kansas City suburb). John covers named accounts in the Kansas City area, primarily Sprint. John’s background consists of 35 years of successful sales and management experience for such firms as Motorola, Rycom Instruments and Signalcrafters, Inc. John’s assignments have ranged from salesman to Zone/Regional Sales Manager, Director of Worldwide Sales to Sales & Marketing Vice President. John has won Top Producer Awards in each of his previous assignments.
C.E.S. carries its principal’s word into ILECs, CLECs, Independent Telcos, Enterprises, Manufacturers, ISP’s, CATV Broadband, Wireless Service providers, Utilities, Broadcast, Federal, State and Local Government markets, among others.
We call on large accounts and small. Customer examples range from small rural firms like Craw-Kan Telephone Cooperative, Pine Telephone and the County of St. Charles, Missouri to major accounts like Sprint, Windstream, Qwest, Citizen’s Tel, CenturyLink, Boeing Aircraft, Frontier, Cox, US Cellular, First Data Corp, Well’s Fargo, Midland LMR, Wal-Mart and The Union Pacific Railroad.
